Revolutionizing Uganda’s ICT Sector: The Launch of the UCC Test Bed for Emerging and Future Technologies

November 21, 2024: The Uganda Communications Commission (UCC) has launched an innovative initiative aimed at transforming innovation and technological development in Uganda. Today, stakeholders from academia, industry, government, and the tech ecosystem gathered to unveil the UCC Test Bed for Emerging and Future Technologies. This state-of-the-art facility is not just a technological resource but a significant step toward embracing innovation and establishing Uganda’s role in the global ICT landscape.

Why the Test Bed Matters

The UCC Test Bed is fundamentally a platform designed to empower innovators, researchers, and policymakers in testing, refining, and developing advanced technologies. As UCC’s Executive Director, Hon. Nyombi Thembo, stated during the launch, “This facility is a springboard for possibilities and a cornerstone for innovation.” In light of global megatrends such as Artificial intelligence (AI), Machine Learning (ML), the Internet of Things (IoT), and 5G, Uganda is seizing the opportunity to take the lead in these developments rather than following behind.

This initiative is timely, given the growing challenges faced by innovators in accessing the specialised tools and data sets needed for advanced research. The Test Bed bridges this gap by offering free access to high-performance equipment, software, and open APIs, enabling stakeholders to experiment with and validate their ideas.

Inside the Test Bed: A Technological Wonderland

The facility is designed to leverage a variety of cutting-edge technologies, positioning it as a hub for innovation across multiple disciplines. Innovators can test mobile network conditions, including both 4G and 5G environments, at a fraction of the traditional cost. The Test Bed is equipped with high-performance Graphics Processing Units (GPUs), allowing for deep learning, algorithm training, and AI application testing, which drastically reduces development time from days to just a few hours.

Additionally, it provides tools for smart agriculture and automation, enabling innovators to prototype IoT systems and experiment with robotics for industrial applications. Advanced machines for creating high-quality video, audio, and virtual reality content are available, allowing filmmakers and designers to effectively bring their visions to life. Moreover, the facility enables rapid design and validation of custom components for hardware experimentation, which accelerates the development process.

What’s Next?

The UCC Test Bed is open for use, offering both physical and remote access to its facilities. Innovators can start testing and refining their concepts immediately. The facility can accommodate up to eight individuals on-site and plans to expand remote access for even greater inclusivity.

The guidelines for accessing and utilising the Test Bed are currently under development, focusing on key areas such as confidentiality, user responsibilities, and efficient resource management. Stakeholders are encouraged to provide feedback to help refine and improve these guidelines.

Consequently, UCC operates as an integrated regulatory body overseeing various sectors, including Telecommunications, Data Communications, Broadcasting, Postal Communication, Radio Communication, and Infrastructure services throughout Uganda. It is also tasked with the responsibility of licensing operations of cinematography theatres and video or film libraries in Uganda.
