
The 41st Assembly of Parties of the International Telecommunications Satellite Organization (ITSO) has designated Mr Patrick Masambu as Director General Emeritus with effect from July 19, 2025. The title of Director General Emeritus is bestowed upon an individual as an honorary title in appreciation of exceptional completed service.

Mr Masambu’s new designation followed the election of Dr. Renata Brazil-David as the new ITSO Director General during the Assembly that took place at American University Washington College of Law, in Washington D.C from 8-10 October 2024. The mandate of the Brazilian national, who previously served as Director International and Regulatory Affairs and Deputy Director General at ITSO, will start on July 18, 2025.
Mr Masambu has served at ITSO for 16 years, first as Deputy Director General before rising to Director General. He is credited for, among others, leading the international body through the difficult COVID-19 period.
Before joining ITSO, Mr Masambu was founding Executive Director of Uganda Communications Commission (UCC). Uganda is a consistent supporter of ITSO and an active participant in the organisation’s activities, including taking up leadership positions at different levels. Through Mr. Fred Otunnu, the Director Corporate Affairs at UCC, Uganda has served as a member of the ITSO Advisory Committee (IAC) for the last eight years. In addition, Ms Susan Wegoye, the Commission Secretary and Director of Legal Affairs, has served as a member of the ITSO Panel of Legal Experts.
Based in Washington D.C., ITSO is an intergovernmental organization with 149-member states, whose mission is to safeguard the members’ Common Heritage by making satellite communication technology available to all countries of the world on a non-discriminatory basis.
