REQUEST FOR COMMENTS ON THE DRAFT UGANDA COMMUNICATIONS TRIBUNAL (PRACTICE AND PROCEDURE) REGULATIONS 2020

Part X of the Uganda Communications Act 2013 provides for the establishment of a Tribunal to be known as the Uganda Communications Tribunal. According to section 64 of the Uganda Communications Act 2013, the jurisdiction of the Tribunal is to hear and determine all matters relating to communication services arising from decisions made by the Uganda Communications Commission (Commission) and the Minister of ICT & NG.

In accordance with her mandate under section 93(1) of the Uganda Communications Act 2013, the Minister of ICT & NG, in consultation with the Commission and the Ministry of Justice and Constitutional Affairs has prepared the draft Regulations titled the Uganda Communications Tribunal (Practice and
Procedure) Regulations 2020
.
A copy of the draft regulations can be downloaded here for your ease of reference.

The Regulations are intended to operationalize Part X of the Uganda Communications Act 2013 and to provide for other incidental matters regarding the general operations of the Tribunal, including the practice and procedure before the Tribunal.

The purpose of this communication, therefore, is to seek for your written comments on the draft Regulations. The comments should be submitted to the attention of the Permanent Secretary of the Ministry of lCT & NG by Tuesday 9th February 2021 on the following email addresses: julius.torach@ict.go.ug; awaiswa@ucc.co.ug

A webinar will thereafter be convened on Tuesday 16th February 2021 at 10:00am to discuss and consider the comments received from the different stakeholders.

Consequently, UCC operates as an integrated regulatory body overseeing various sectors, including Telecommunications, Data Communications, Broadcasting, Postal Communication, Radio Communication, and Infrastructure services throughout Uganda. It is also tasked with the responsibility of licensing operations of cinematography theatres and video or film libraries in Uganda.
